I have many fond memories of Chandigarh, which holds a very special place in my heart. In 1968, inspired by this city I wrote my maiden poem ‘Rooh Mere Punjab Di’ for the maiden Rose Festival in Chandigarh and won special appreciation from the local community, specifically from Dr. M.S. Randhawa, the then Chief Commissioner of Chandigarh. You can read about the inspiration and the kavita di kahani as I remember it here.
Over fifty years later and it is still relevant, especially as certain politicians make claims about this beloved city that do not quite make sense based on historical lessons that have lead us to where we are now.
Before I share the audio of me singing my favorite poem, I want to share some context, especially for many people who may not know the circumstances and journey Chandigarh has undertaken to become a part of Punjab.
Historical Context
After having painfully severed from west Punjab in 1947, East Punjab lost its capitol Lahore and was left bleeding headless in the ashes of devastation and wilderness. West Punjab also bled equally painfully, but at least they had Lahore.
Soon after a brief healing period however, the proud Punjabis not only picked up the pieces but like ‘Cuknoos’ (phoenix), they grew out of the ashes in no time and began to flourish & flutter their wings. But their own Lahore was now far away. Brooding no more on regrets and the past mistakes made by their vision deficit selfish leaders, they swiftly moved forward looking for the moon, who could shine their path in darkness. 5 years later in 1952, the new capitol Chandigarh was born.
Modern Context
So, in 1952 Chandigarh, the new capitol was born and welcomed as the 1st ‘alokaar daughter’of New Punjab. Her precious arrival brought cheers to the wounded spirit of Punjabiat, which was celebrated with pomp and show. However, as the luck would have it, another blow struck during the reorganization of Punjab in 1966. This untimely, unneeded, and totally avoidable blow resulted in dividing the remaining Punjabiat, even more, when Haryana and Himachal were carved out of it.
Right or wrong, Haryana’s current Chief Minister Manohar Lal Khattar is openly asserting Haryana’s claim on Chandigarh demanding an arm or a leg in case they fail to get it all. Most probably Himachal may not be far behind in ‘me too’ claims. Since Delhi is no match for King Solomon, the fear is while sympathizing with their claims, the supreme Delhi may actually be grinding the axe to cut the baby in portions to please them. On the other hand Punjab’s current CM Bhagwant Singh Mann is being heavily criticized for not forcefully and passionately showing his emotions defending his 1st daughter’s right before Delhi, the way the actual mother did as referred in a story from the Hebrew Bible, ‘The Judgement of Solomon’.
Judgment of Solomon
The Judgement of Solomon is a story from the Hebrew Bible in which Solomon ruled between two women both claiming to be the mother of a child. Solomon revealed their true feelings and relationship to the child by suggesting the baby be cut in two, each woman to receive half. With this strategy, he was able to discern the non-mother as the woman who entirely approved of this proposal, while the actual mother begged that the sword might be sheathed and the child committed to the care of her rival. This approach to justice is considered as an archetypal example of impartial judge displaying wisdom in making a ruling.
Haryana and Himachal may have plenty of supporting paperwork for their claims on Chandigarh, but they have no natural proof like having had birth pangs on record or birth marks like Punjab has on her belly to prove that the baby was born from their wombs. Two dozen thriving Punjabi villages were sacrificed to make way for the new capitol. Chandigarh may be Haryana’s first niece, but as it comes from Punjab, it surely belongs to Punjab.
Politics aside, here she is in the eyes of an NRI Punjabi poet, who was raised in the lap of Punjabiat before settling abroad:

ਪੰਜਾਬ ਦੀ ਰਾਜਧਾਨੀ ਚੰਦੀਗੜ੍ਹ ਦਾ ਜਨਮ ੧੯੫੨ ਵਿਚ ਕਿਸੇ ਅਲੋਕਾਰ ਕੁੜੀ ਦੇ ਜਨਮ ਵਾਂਗ ਹੋਇਆ ਸੀ। ਰਾਜਧਾਨੀ ਦੇ ਪਹਿਲੇ ਚੀਫ ਕਮਿਸ਼ਨਰ ਡਾ: ਮੁਹਿੰਦਰ ਸਿੰਘ ਰੰਧਾਵਾ ਦੇ ਕਾਰਜਕਾਲ ਸਮੇਂ ਚੰਦੀਗੜ੍ਹ ੧੯੬੮ ਵਿਚ, ਉਨ੍ਹਾਂ ਦੀ ਪ੍ਰਧਾਨਗੀ ਹੇਠ ਪਹਿਲਾ’ਰੋਜ਼ ਫੈਸਟੀਵਲ’ ਮਨਾਇਆ ਗਿਆ ਸੀ, ਜੋ ਅੱਜ ਕੌਮਾਂਤਰੀ ਪੱਧਰ ਤੇ ਮਨਾਇਆ ਜਾਂਦਾ ਹੈ। ਉਸ ਅਲੋਕਾਰ ਕੁੜੀ ਦੀ ੧੬ਵੀਂ ਸਾਲ ਗ੍ਰਿਹ ਤੇ ੭ ਅਪ੍ਰੈਲ ੧੯੬੮ ਵਿਚ ਮਨਾਏ ਗਏ ਇਸ ਪਲੇਠੀ ਦੇ ‘ਰੋਜ਼ ਫੈਸਟੀਵਲ’ ਵਿਚ ਪਸ਼ੌਰਾ ਸਿੰਘ ਢਿਲੋਂ ਵਲੋਂ ਪੜ੍ਹੀ ਗਈ ਸਨਮਾਨਿਤ ਕਵਿਤਾ:
ਰੂਹ ਮੇਰੇ ਪੰਜਾਬ ਦੀ
ਜਦ ਰੂਹ ਮੇਰੇ ਪੰਜਾਬ ਦੀ,
ਛੁੱਪ ਬੈਠੀ ਏਸ ਮੈਦਾਨ।
ਉਹਨੂੰ ਲੱਭਣ ਖੋਜੀ ਚੜ੍ਹ ਪਏ,
ਬੰਦੇ ਸੁਘੜ ਸੁਜਾਨ ।
ਰਲ ਪੈੜਾਂ ਲਭੀਆਂ ਮਾਹਿਰਾਂ,
ਲਾ ਲਾ ਲੱਖ ਅਨੁਮਾਣ।
ਇਹਦਾ ਰੂਪ ਤਸੱਵਰ ਤੱਕ ਕੇ,
ਸਭ ਚੱਕਰ ਲਗੇ ਖਾਣ।

ਰੂਹ ਧੰਨੇ ਲਈ ਪਛਾਣ।
ਉਹਦੇ ਨਾਲ ਮੇਰੇ ਇੰਜੀਨੀਅਰ,
ਇਹਨੂੰ ਜੁਟ ਗਏ ਘੜਨ ਘੜਾਣ।
ਫਿਰ ਭਰ ਗਈ ਗੋਦ ਪੰਜਾਬ ਦੀ,
ਸਭ ਦੇਣ ਵਧਾਈਆਂ ਆਣ।
ਹੁਣ ਹੋ ਗਈ ਮੁਟਿਆਰ ਇਹ,
ਤੇ ਅਜ ਚੜ੍ਹੀ ਪਰਵਾਨ।
ਇਹਨੂੰ ਚੁੱਨੀ ਦਏ ‘ਹਿਮਾਲੀਆ’,
ਹੱਥ ਸਿਰ ਤੇ ਰੱਖੇ ਆਣ।
ਇਹਦੀ ਜ਼ੁਲਫ ਦੀ ਛਾਵੇਂ ਖੇਡ ਦੇ,
ਮੇਰੇ ‘ਸੈਕਟਰੀਏਟ,’ ‘ਵਿਧਾਨ’।
ਏਹਦੇ ਨੈਣ ਕਟੋਰੇ ‘ਝੀਲ’ ਦੇ,
ਅਜ ਉਡਦੇ ਪੰਛੀ ਫਾਹਣ।
ਇਹਦਾ ਇਸ਼ਕ ਰੰਧਾਵਾ ਸਾਹਿਬ ਨੂੰ,
ਇਹਦੇ ਖਿੱਚ ਲਿਆਇਆ ਪਾਸ।
ਉਸ ਜਿਉਂ ਜਿਉਂ ਚੁੰਮਿਆਂ ਏਸ ਨੂੰ,
ਏਹਦੀ ਤਿਉਂ ਤਿਉਂ ਨਿੱਖਰੀ ਆਸ।
ਏਹਦੀ ਮਾਂਗ ਭਰੀ ‘ਗੁਲਮੋਹਰ’ ਨੇ,
ਏਹਦੇ ਕੰਨੀ ‘ਅਮੁਲੁਤਾਸ’।
ਮੱਥੇ ਬਿੰਦੀ ਲਾਏ ‘ਰਸੀਲੀਆ’,
ਇਹਨੂੰ ਸ਼ੀਸ਼ਾ ਦਏ ‘ਆਕਾਸ਼’।
ਇਹਦੇ ਬੁਲ੍ਹੀਂ ਲਗ ‘ਰੁਕਮੰਜਨੀ’,
ਇਕ ਰੰਗ ਭਰੇਂਦੀ ਖਾਸ।
ਏਹਦੀ ਵੀਣੀ ਚੂੜਾ ‘ਕੈਸੀਆ’,
ਤਕ ‘ਮਜਨੂੰ’ ਭਏ ਉਦਾਸ।
ਇਹਦੀ ਝਾਂਜਰ ਫਲੀ ‘ਸ਼ਰੀਂਹ’ ਦੀ,
ਜੀਹਦੀ ਛਣ ਛਣ ਵਿਚ ਆਕਾਸ਼।
ਏਹਨੂੰ ‘ਪਿਲਖਣ’ ਛਾਂਵਾਂ ਕੀਤੀਆਂ,
ਏਹਨੂੰ ‘ਸਿੰਬਲ’ ਆਏ ਰਾਸ।
ਇਹਨੂੰ ‘ਪਿਪਲ ਪੱਤੀਆਂ’ ਸੋਂਹਦੀਆਂ,
ਇਹਨੂੰ ‘ਬੋਹੜ’ ਦੇਣ ਧਰਵਾਸ।
‘ਰਾਇਲ ਪਾਮ’ ਜਹੀਆਂ ਗੋਲੀਆਂ,
ਇਹਦੇ ਪਹਿਰੇਦਾਰ ‘ਅਸ਼ੋਕ’
ਏਹਦੇ ‘ਮਾਜੂ’ ਵਰਗੇ ਸੰਤਰੀ,
ਜੇਹੜੇ ਮੌਤ ਖਲੋਂਦੇ ਰੋਕ।
‘ਰੋਜ਼ ਗਾਰਡਨ’ ਏਸਦਾ,
ਕੋਈ ਜੰਨਤ ਦਾ ਹਿੱਸਾ।
ਏਹਦੀ ਡਾਲੀ ਡਾਲੀ ਗਾਂਵਦੀ,
ਕਿਸੇ ਸੋਹਣੀ ਦਾ ਕਿੱਸਾ।
ਕਹਿੰਦੇ *ਸੁੰਦਰੀ ਇਕ ਯੂਨਾਨ ਦੀ,
ਕਿਤੇ ਆਸ਼ਕ ਤੋਂ ਕਤਰਾਅ,
ਛੁਪ ਗਈ ਮੰਦਰ ਜਾ ਕੇ,
ਲਿਆ ਫੁਲ ਦਾ ਰੂਪ ਵਟਾਅ।
ਤਦ ਦੇਵੀ ਸੁੱਚੇ ਪਿਆਰ ਦੀ,
ਉਹਦਾ ਰੱਖ’ਤਾ ਨਾਮ ਗੁਲਾਬ।
ਉਹਦੇ ਆਸ਼ਕ ਬੇਹਬਲ ਢੂੰਡਦੇ,
ਅਜ ਫਿਰਦੇ ਨੀ ਬੇਤਾਬ।
ਨਾ ਰੰਗ ਨਵੇਂ ਨਿੱਤ ਬਦਲ ਨੀ,
ਨਾ ਸਾਥੋਂ ਸ਼ਰਮਾਅ।
ਫਿਰਨ ਪੰਜਾਬੀ ਕੂਕਦੇ,
ਕੁੜੇ ਉਠ ਤੇ ਨਜ਼ਰ ਮਿਲਾਅ।
